Zillow and Redfin Reach FTC Settlement Over Antitrust Claims

The Zillow Redfin FTC settlement was announced on Monday, just as the case was scheduled to go to trial. Zillow and Redfin have reached a settlement with the Federal Trade Commission (FTC) and five states, ending a legal battle over a 2025 partnership that regulators claimed hurt competition in the rental-listing market.

The case stems from a deal announced last year where Redfin agreed to display Zillow’s rental listings on its websites instead of competing directly with Zillow for rental advertisers. The arrangement could have kept Redfin out of the rental advertising business for up to nine years. Redfin owns Rent.com and ApartmentGuide.com, two major rental-listing platforms.

The $100 Million Agreement Under Scrutiny

According to the FTC and attorneys general from Arizona, Connecticut, New York, Virginia, and Washington, Zillow agreed to pay Redfin $100 million to keep Redfin from competing with Zillow. The Zillow Redfin FTC settlement addresses these allegations directly by imposing new requirements on both companies.

The companies defended the partnership as a way to give renters access to a larger pool of listings. However, the FTC argued that Zillow was paying one of its largest competitors to stop competing, potentially allowing the company to charge higher prices and provide less favorable terms to property managers. It could have also reduced the quality of rental listings available to consumers.

Key Terms of the Settlement Agreement

Under the proposed Zillow Redfin FTC settlement, Redfin will be required to reenter the rental advertising business. The order removes restrictions that previously limited Redfin’s ability to compete independently for property-management customers.

The settlement doesn’t completely end the relationship between the two companies. Redfin can continue displaying Zillow’s rental listings, but it will once again be able to compete for its own customers. This means Redfin can sell advertising, display listings from its own clients, and pursue new rental customers without being required to share sensitive business information with Zillow.

Implications for the Rental Marketplace

The Zillow Redfin FTC settlement has significant implications for the rental marketplace and property managers. By requiring Redfin to reenter the rental advertising business, the FTC aims to restore competition and potentially lower costs for property managers who rely on these platforms to list their units.

For consumers, increased competition could mean better access to rental listings and more transparent pricing. The settlement ensures that Redfin can once again compete independently, which may lead to more innovation and better services in the rental-listing space.

A Broader Trend in Antitrust Enforcement

The Zillow-Redfin case comes just months after the DOJ’s settlement with Ticketmaster, another antitrust case involving allegations that a dominant company used its power to suppress competition. However, 26 of the 30 state attorneys general who initially sued Live Nation alongside the DOJ chose to continue pursuing the case and won their lawsuit in April.

This pattern suggests increased scrutiny from federal and state regulators on anticompetitive practices in various industries. The Zillow Redfin FTC settlement represents another victory for regulators seeking to maintain competitive markets.

What This Means for Consumers and Property Managers

For property managers, the settlement means more options when choosing rental advertising platforms. With Redfin reentering the market as a competitor, property managers may benefit from competitive pricing and better service offerings.

Consumers looking for rental properties may also see improvements. Increased competition could lead to more comprehensive listing platforms, better search features, and more accurate information about available units.

While the settlement resolves the immediate legal challenge, it will be important to monitor how both companies adapt to the new competitive landscape. Redfin’s reentry into rental advertising will likely reshape the market dynamics, potentially benefiting both property managers and renters.

The Zillow Redfin FTC settlement demonstrates the government’s commitment to enforcing antitrust laws in the digital marketplace. As online platforms continue to play a crucial role in real estate and rental markets, regulators will likely maintain close scrutiny of partnership agreements that could limit competition.

For now, both companies can move forward with their business operations while complying with the settlement terms. The case serves as a reminder that even large market players must carefully consider the competitive implications of their business arrangements.
