Google nuclear power loan backs Iowa plant revival

The U.S. Department of Energy has extended a $1.9 billion loan to NextEra Energy to finance the refurbishment of Iowa’s Duane Arnold Energy Center, a nuclear power plant that Google aims to bring back online. This Google nuclear power loan represents the second major federal investment in reviving shuttered nuclear facilities to meet surging electricity demand from AI data centers.

Last year, the Department of Energy granted a $1 billion loan to Constellation Energy to restart a reactor at Three Mile Island. The pattern suggests the Trump administration views revived nuclear power as a key electricity source for tech companies expanding their AI infrastructure. With AI workloads consuming unprecedented amounts of energy, nuclear power offers a reliable, carbon-free solution that solar and wind cannot consistently provide.

Why Google is turning to nuclear power

Google announced plans last October to revive the Duane Arnold Energy Center, which hasn’t operated since 2020 when an intense rainstorm damaged the facility. Rather than repair it at the time, NextEra decided to mothball it. Cheap natural gas was flooding the market, making nuclear power economically unappealing.

Much has changed in six years. After decades of little growth in electricity demand, the sudden rise of AI combined with broader electrification has utilities scrambling to find new generating sources. New data centers are expected to nearly triple the sector’s electricity demand by 2035. This Google nuclear power loan is part of a broader strategy to secure clean, firm power for AI operations. Without such investments, the AI industry risks facing energy shortages that could slow its growth trajectory.

What the $1.9 billion loan covers

The substantial loan will finance the Duane Arnold facility’s refurbishment. During the process, NextEra will squeeze an additional 14 megawatts from the facility, bringing the total capacity to 615 megawatts. NextEra CEO John Ketchum said during an earnings call that just 50 megawatts will be set aside for the local power cooperative. That capacity would cover 18% of Iowa’s demand growth since 2021, the year before ChatGPT was released.

The loan comes from the U.S. Department of Energy and signals federal commitment to nuclear power as a climate solution. Deputy Secretary of Energy James Danly said the Iowa power plant’s restart in 2029 will “drive down electricity costs,” though he did not explain how. The remaining electricity from the 615-megawatt facility will likely power Google’s planned data centers in the region.

The growing trend of nuclear plant restarts for AI

Shuttered nuclear power plants are becoming a preferred choice for tech companies seeking clean, firm power quickly. Microsoft signed a deal with Constellation Energy two years ago to restart a reactor at Three Mile Island that last operated in 2019. That reactor is scheduled to restart in 2028 and generate 835 megawatts.

Meta has taken a different approach with Illinois’ Clinton Clean Energy Center. The facility was in danger of closing before Meta agreed to buy all of the clean energy attributes from the 1.1 gigawatt power plant. Clinton sends its electrons to the local grid, while Meta uses the certificates to offset emissions elsewhere. Meta’s Hyperion AI data center, for example, will need 10 natural gas power plants to operate. If completed, the data center will consume more electricity than all of South Dakota.

Google’s data center plans near Duane Arnold

Google is reportedly looking to build up to six data centers near the Duane Arnold Energy Center. The revival of the Iowa nuclear facility would provide clean, reliable power for these planned AI data centers. The Google nuclear power loan enables this infrastructure development while supporting broader energy grid needs.

Each data center could consume massive amounts of electricity, and having a dedicated nuclear power plant nearby ensures energy security. Nuclear power’s ability to run continuously at full capacity makes it ideal for powering AI training and inference workloads that require 24/7 availability.

What the Google nuclear power loan means for the energy industry

Altogether, the Duane Arnold, Three Mile Island, and Clinton facilities represent the lowest-hanging fruit for nuclear revival in the U.S. According to a report from Utility Dive, there might be one or two more candidates, including San Onofre in California, though those have been shuttered for longer and would require more work to bring back online.

The Google nuclear power loan may encourage other tech companies to pursue similar arrangements. With federal loans available for nuclear refurbishment, the financial barrier to restarting shuttered plants becomes more manageable. This could create a wave of nuclear restarts across the country, providing both clean energy and economic benefits to local communities.

The economic case for revived nuclear power

The economics of nuclear power have shifted significantly. When Duane Arnold was mothballed in 2020, natural gas prices made nuclear generation cost-prohibitive. Today, AI companies need massive amounts of reliable, carbon-free electricity that nuclear power can provide around the clock. Unlike solar and wind, nuclear offers consistent baseload power without weather-related intermittency.

For Google, the Google nuclear power loan represents a strategic investment in energy infrastructure that enables AI growth while maintaining the company’s clean energy commitments. The loan structure, backed by the Department of Energy, reduces financial risk while accelerating the timeline for bringing critical power generation online by 2029.

As AI continues to drive electricity demand, more tech companies will likely pursue similar nuclear power arrangements. The federal government’s willingness to back these projects through loans signals that nuclear power remains a priority in the nation’s energy strategy. For communities like those near Duane Arnold, the restart also brings jobs and economic activity after years of dormancy.

Challenges ahead for nuclear revival

Despite the momentum, reviving shuttered nuclear plants comes with challenges. Regulatory hurdles, safety inspections, and workforce training all require time and resources. The facilities have been offline for years, meaning systems must be thoroughly tested and upgraded before restarting.

The Duane Arnold plant hasn’t operated since the 2020 rainstorm damage, and a full refurbishment involves significant engineering work. However, the Google nuclear power loan provides the financial backing needed to overcome these obstacles. With the 2029 restart target, NextEra has a clear timeline to execute the project.

The future of AI and nuclear power partnerships

The partnership between Google and NextEra through this Google nuclear power loan could become a model for future tech-energy collaborations. As AI companies face increasing pressure to reduce their carbon footprints while expanding capacity, nuclear power offers a compelling solution. The federal government’s support through loans reduces financial risk and accelerates deployment.

Other hyperscalers like Amazon and Microsoft are also exploring nuclear power options, with small modular reactors (SMRs) gaining attention for future data center power needs. While SMRs are still years away from commercial deployment, reviving existing nuclear plants offers a faster path to clean, reliable power.

The Google nuclear power loan demonstrates that the intersection of AI and energy is creating new business models and partnerships. As the industry evolves, these collaborations will shape how technology companies power their operations in the coming decades.
